How is called this plugin..pls help

hello.Im looking plugin or mod for my server: when the round starts, spawn on the map, several items like wooden peg and lights up in different colors.
These items give different abilities, like: using the knife you invisibility, last position of the enemy, HE immunity. etc..
and where i can down this plugin/mod

m == Clients automaticly drop old runes,when they walk on a new rune -but this does not working
and in console, when i type sv_runemodsettings, it says Unknow command sv_runemodsettings

He mean, that you should post your problem(s) with runemod in the rune mod thread.
