The reason for the changes for the Dead Ringer and the Demo Knight Shield is because of the technicality with my bosses. Same reason why I found that major issue with the attribute code that deals with the soldier. I understand from your perspective this has either:

A) Nothing to do with any of the bosses you previously handled. Or everything works fine on the server(s) you have dealt with to which you have not encountered this bug. Therefore it’s irrelevant for any fix needed immediately.

B) Have yet to receive many complaints about the issue; so again it’s irrelevant. Or the bosses you have dealt with have an instant kill or are a brute force boss type that doesn’t rely on such utility items.

As for the Baby Face Blaster the scout can still stay away from any given hale boss as long as they don’t jump. Even the stun rage is irrelevant. So I am changing it personally for our servers. I guess it has to do with personal perspective, like your “quick fix” of the Hitman's Heatmaker. The balance issue I have yet to notice (maybe UP since it's broken) and I will try to get the “on hit gain focus” problem fixed. I even asked people if they wanted it turn to a stock sniper rifle and they said “no.”

Like I said before these are fixes I am doing because I am getting only some assistance. However most of it is coming from an outside source.
