That forward is fine. Are you sure your not already running a plugin that allows Terrorists to speak whilst dead?

Try debugging it then to find the "failing" condition.

I mean debugging as in print comments to show that expressions have passed true.

sv_alltalk 1 must be set. The forward ( in this case ) is used to "block" a player from voice communicating.

But as I'm convinced that there's nothing wrong with that code, perhaps is there another plugin running that could be causing this?
Show the output of rcon amx_plugins .

PHP Code:
 if((cs_get_user_team(sender) != CS_TEAM_CT && is_user_alive(sender))
  || (
get_user_flags(sender) & ADMIN_KICK
  || (
CanTalk[sender] && is_user_alive(sender)))
{

/*If your on any other team but CT and alive OR
      If your an admin with ADMIN_KICK flag OR
      If CanTalk[sender] = true and your alive*/

If you just want to check if T is dead and restrict him
PHP Code:
 if((cs_get_user_team(sender) == CS_TEAM_T && !is_user_alive(sender))
  && ~(
get_user_flags(sender) & ADMIN_KICK))
{

//Dead Terror without ADMIN_KICK

the check admin flag might be wrong way to check if flag doesn't exist.

Show the full code so we can see how you manage CanTalk variable.
