Okey so if i decide to make plugin "Hook" for jump server for instance and i make the Hook to be put in motion by the button "p" this will be slowhacking, i must make the plugin to be with "e" button, no other button is alowed ?

No. You do not get to choose what button is pressed.

The plugins detect "+use" which is default bound to "e", so they can just say "press e to deploy parachute" for example.
A hook plugin normally has a "+hook" command that players can bind to a key.

Having a plugin that forces a bind on a key without the player's permission is slowhacking and not allowed.
You would need to notify the player about the command so they can bind it.
Or you could have a menu asking the player if their keys can be bound with those new commands.
