The server can already control most of those rates. The one that it doesn't control is unable to contribute to "rate abuse".

Lol, 0.01 is LAN setting because in LAN all players pings are < 10 ms
On NET, 0.1 is default setting, you can lower it a bit depending on players pings.

Now most of the professional CS 1.6 online leagues in Europe(I dunno about other continents) are forcing players to use 0.01. I can explain why they do that if you want me to(with their arguments).

These commands are really working? I mean, if I put sv_minupdaterate 100, sv_maxupdaterate 100, players will have automatically cl_updaterate 100 ? And still, if they are really working I still need one plugin to force cl_cmdrate since this one here messes up with cl_updaterate and sets it to 50 everytime you connect on the server.

Yes, they will be forced to use that rate.

No, you don't. They can increase it if they want to do so themselves. Them having it low will only harm themselves and not anyone else. If they don't know about it then explain it to them.

I have no clue what you just said. cl_updaterate is set by sv_minupdaterate and sv_maxupdaterate if it's lies outside that range.

All variables native to the server should be placed in server.cfg, IMO, (unless you are using map specific configs then you would put them in both server.cfg and the map config file).
