On 2 Nehalem cores and 2GB of dedicated memory on one of my Xen virtual dedicated servers, I can easily run 2 24 slot 250FPS Team Fortress 2 servers (with Replay) and a 6 slot Killing Floor server. If I had more memory I could probably add another Killing Floor server. A 32 slot server with Replay ended up being too demanding for one core. I believe the server I'm talking about has 2 2.26GHz Xeon cores (Nehalem).
I think you could probably run at least 4 24 slot CS:S servers with 250 FPS, maybe with higher slot counts on some or all. A good way to test your server is to install a few CS:S servers, try to get them filled up, and check your CPU/RAM usage as well as make sure there aren't any signs of network strain. If the box gets overloaded, take a server off or reduce the slot counts a bit, and try again. If it's in a datacenter environment, you shouldn't have any real problems with using too much network bandwidth and causing lag unless the datacenter is shitty or you reach your allocated transfer limit.
