Auto restart on restart

Is there a way to make it so that when there is a tf2 server update the server will csay "tf2 update, the server is restarting" and then restart the server. I know this my differ on linux and windows, but is it possible?

LOL I have tried, actually i have been searching for it the past 6 months....But I have been searching the forums Post after Post. And I have tried the plugin search but I search for auto update, Not outdated. That's why I decided to finally just ask of anybody else knew. So no need to tell me "What have you tried?" But thanks for the help man I appreciate it.
