If you are having issues try
"rate 25000"

Nothing else.

But there are other orders of the rates
You can build me rates ?????

I do not know how to build them, why not just use those who has been build?

Also, it wont make any difference. I have tried to set other rates many times, it doesn't make any difference.

Here is a great guide for server rates, make certain you read it all otherwise you may wonder why you or clients are having issues with dropped packets etc.
