Yeah you need to load the restrict weapons plugin in the plugins.ini

Then it will work.

you need the cstrike addon package you can dl it from www.amxmodx.org/downloads.php
if you installed it in your plugins.ini there is a restmenu.amxx remove the ; and then type amx_restmenu to get the restrict menu
