Earth's Special Forces SSJ removal

People were suggesting to bring ESF a cvar that limits how many transformations a player can do. This plugin will not allow transformations at all unless you set esf_allowtransform to something else than 0. I will update this plugin later when 1.3 comes out to limit the 1.3 transformations.

Note: I will not support EVM's transformations. Seeing that is a third party extension and not ESF itself.

To run this, you only need AMX mod X installed with this plugin linked in the plugins.ini

this should make the game more fair since other players can build up and when new ones join there like level 10 and your cant do crap....

Ok this has got to be the "stupidest" plugin I have ever seen, why would you make something to make the game Suck? -5 out of 5!

5/5, just because I think it was unfair for that guy to give you such a low score. Maybe 2 or 3 would have done.
