problem adding heroes

I'm having a problem adding individual heroes. I downloaded what was supposed to be the latest sh mod from this site, but it gives a .ini file called 'plugins-shero.ini', where all the names of the sh_hero.amx names are listed, instead of having them put in the plugins.ini folder, where the tutorial says they are to be put. Will listing separate heroes from this site in the 3rd party section of the plugins.ini make them work? or is it supposed to go in the plugins-shero.ini?

The pack i downloaded is called superheromod_AMXX_1.2.0.14.zip. If anyone can give me some help on this, i'd really appreciate it.

Isn't it obvious that heroes should be added in plugins-shero.ini?

you'd think that. Read the tutorial and it tells you otherwise.
