Steam updating problem :(

I wasn't be able to update my steam for 1 week already. I know I should post this in Steam forums, they usually just ignore it or something else.

Problem:
Steam stucked at 0% during update(When opening steam)
Then, it show this message ON the update window
Code:
Steam is temporarily unavailable, please try later.
OS: Windows 7 Home Premium 64-bit
RAM: 4GB
Local Disk C: storagexx GB
Local Disk D: storage3xx GB

Please do not post this solutions as I've already tried.
Code:
1. Deleting ClientRegistry.blob.
2. Reinstalling steam.
3. Run in adminstrator(and tried all compatible mode.)
4. Run in safe mode and try to update steam.
5. Run in -clearbeta.
6. Uninstalling stuff that might conflict with steam(Everything is shown on the knowledge base.)
7. Portforward steam ports as shown on their support web.
8. Delete everything except for steam.exe and try to update.
9. Adding it in DEP(Data execution prevention).

Try deleting Steam's prefetch files.

I would say try logging in with different user. I had this problem a little while earlier, I simply logged with my another account after update my previous account logged successfully as well.
