I understand that this cvar zr_roundend_overlay is to show the overlay where either human or zombie wins during end of round.

Is this cvar "zr_classes_overlay_toggle" to allow players to set whether to turn on/off the roundend overlay?

As for zr_classes_overlay_togglecmds "nightvision", I wonder if this cvar will stop the nightvision from working?

zr_classes_overlay_toggle specifies whether players can toggle zvision overlay (class overlays) or not.

zr_classes_overlay_togglecmds is a list of commands that players can use to toggle these overlays. It's defaulted to "nightvision", so overlays are synced with night vision on classes that have it enabled. Whether night vision is blocked itself is set in the class attributes.

Thanks for the great support.
I don't think this kinda support will ever exist in ZM forum.

One more related question, you said that "whether night vision is blocked itself is set in the class attributes", i assume it is in playerclasses.txt at the "nvgs".

If set to yes, they get free nightvision but it is turned on automatically at new rounds. Is it possible to give them nvgs but don't turn it on automatically?

Not possible, but there are some planned improvements with night vision and overlay settings for classes.
