Ok, so i have sv_lan 0 in my server.cfg but my server only shows up in the Lan server tab in game when it is running. i need to be able to let my friends play online. can anyone help me fix this?

Have you opened up your firewall/forwarded the correct UDP ports?

Yes. and even when sv_lan is at 0 or 1 it still only shows in lan

Tell one of your friends to type the "connect" command in their console, followed by the IP and port of your server (e.g. "connect 12.34.56.78:27015"), and see if they're able to connect. If not, it's almost certainly a problem with your router/firewall being misconfigured.
