Nice, i'm already using something like that without the color thing.
Instead of /pm <name> <message> you could make it easier like : !name message.

Also, the sound provided is a default HL sound, renamed, just use the default sound so there is nothing to DL

Sound is buttons/bell1.wav

End, you should change the modification to condition-zero (or ctrike if it works on it without additionnal files))
