Why Å¡ won't appear on .txt documents in data/lang. in game i see just "?" instead of š

Don't use such characters in a .txt, use normal letters and save the file as UTF-8 without bom.

Yes better do what arkshine says. Its nice to do this way if you have just one client print, but if you got many stuff its much better to save it as UTF-8.
BTW, use notepad++.
