If you see this, it's because your ex_interp is too low.
0.01 is a lan setting. From what i've read, you should always set it to a value > 10ms relative to the highest player ping, that's why 0.1 is a good setting.

Anyway, use sv_minrate and sv_minupdaterate, and for cl_cmdrate, use the plugin i linked.

I know how rates works very well, of course if you request many packets than your opponent sends you will not receive the exact position so it skips. Opponent must have cl_cmdrate value at least equal to your cl_updaterate. The problem is that cl_cmdrate >100 must be sustainable by your uplink speed, you need more than half of megabit (but it depends) or otherwise it's uselles setting it to a higher value than your upload internet connection can handle.

According to net_graph, using cl_cmdrate 105 it's only using 5100, maximum 6000 bytes per second (if cl_cmdbackup set to 0). These days internet service providers gives at least 1 megabit upload speed, if you want to see global stats go to speedtest.net and you will see that it's even better.

Most players doesnt even know what this commands do, they are playing with defaults.

I'm not blind. Those are most likely averages. Show me the median. I'm not on dial up. Also, you have to pay more to get higher speeds (and in some cases higher speeds are not even available because of the physical infrastructure). I'm not rich.
