Block welder on MvM maps

Version 0.2... I fixed a STUPID mistake that prevented it from working

Just load it, it will block the ability for people to get welders in combat

Needs ns2amx

You need to comment lines 35-37, 63, 88-89 in ns2amx.inc to get it to compile
