The slight upgrade could help, but if that wants to spike to 200KB/s It maybe cause lag as well, so for 8 players smooth gameplay you would need nearly 2mbps upload speed? xd
Also tried to disable server voice chat in an attempt to lessen the lag a bit, but it does not seem to help very much.

Disabling the voice chat will not help at all, because it takes like 1% of the bandwidth (ok maybe a bit more then 1%, but if you speak and look at the net_Graph at same time, the voice does not create high spikes)
I've only seen a few servers with a bad upload speed, and yes, they lag like hell when horde spawns. I've been playing on one a while ago, when nothing happend, the choke and loss rates were fine, but when a horde spawned, choke increased to 25 and loss kept being on 3-8. This never happend on my server and i never had connection problems before (i've also tweaked my rates a bit, so i have better hit registration)
But 1 mbit is about 125 kb/s upload if my calculations are fine, and this should be enough. You can try limiting sv_maxrate and sv_maxupdaterate to .. ehm let's say 25000 and 33. You server is running with default tickrate and fps, right?
