How to block such as 'Game Commencing!', 'Bomb has been planted' etc... ?

This would require a hook, you could make a suggestion to the author of Hacks, or file a bug report suggesting such a hook.

I've try to hook message such as TextMsg,HudText,HudMsg and to block it such as cstrike_TXT...., no success, I can block all messages sent by hud message/center hud by round_end, just hooking round end and print center hud with empty tags " " .
But thats sucks :/
Dunno if someone will answer for my suggestion to add new hook event for blocking/getting messages sent by Hudmsg or any other messages. :]

Use HookUserMessage and return Plugin_Handled in the MsgHook to block it.

MsgHook is message id? lol

Use GetUserMessageId to get the message id from the message name.

Not sure if dontBroadcast was implemented yet... but you can block and refire the event with dontBroadcast set to true.
