First thing worth noting:
Make sure the map name matches the file name exactly,
i.e. if your mapcycle.txt says:
then it's not going to load as linux is caps-sensitive.

Second thing worth noting:
Like Bacardi mentioned, free web hosts aren't the best to use for these things.
When I try to open up the balloon_race_v1 link, it attempts to stream me the file, like it was a .txt file.
This might work if I sit and wait for it to finish streaming, and then right click -> save file,
but I don't think the source engine is too happy about being streamed files this way..
Try compiling the .bsp with .7zip using these settings:

If you absolutely need a free alternative..:
Consider adding a webapi key to your server,
(get it here:
https://steamcommunity.com/dev/apikey )
Then go into your mapcycle.txt and add the files with the workshop titles;

.. which might make it more difficult for random players to find your server,
however as long as the map is uploaded to the workshop, it's free bandwidth.
