very annoying thing

someone connects to the server, plays for a while, opps they got to go to the store to pick up some pepsi, well hit the team change option, wow no spectator option, ok then lets just type 'retry' in the console, and just take up a server slot for nothing

in 1.6, someone had a plugin going that would kick a person after x minutes.

for HL2/Source, if someone could get this working on their already working plugin or create this fresh.
