Is it possible for a bot to use the voice channel and encode/stream a sound file?

I'm thinking of something like in default CS:Source bots, where they can say a few things in the radio, say the right map callouts, without using a hundred precache_sound calls.

Any help on the stream format, how to send/stream it to players would be greatly appreciated.
