This is your operating system problem or other problem conflict

It's probably because of your antivirus .. when CreateProcess SRCDS.exe blocked.........At the same time, srcds.exe has been deleted.....
this block is extremely likely to cause no return to process pid and CPU 100%
So you can't start srcds.exe
