Windows 7, Garry's Mod server

My server path is C:\gmod_server

Server works fine, been using it, but I cannot get metamod to load.
"meta version" always returns "Unknown Command"

I got metamod 1.10.3 from http://www.metamodsource.net/
Ignore sourcemod, I'm not even trying that yet, and it's not installed.

I placed the metamod folder into C:\gmod_server\garrysmod\addons
I generated the VDF file on the site and place it into the addons folder too

My VDF file as generated for Garry's Mod reads:
"Plugin"
{
"file" "../garrysmod/addons/metamod/bin/server"
}


I've tried changing the permissions on the addons folder to give all users access to all folders & children. I've also tried the gameinfo.txt thing. I added that line under SearchPaths like it says. I did revert this though, since it didn't help.

A strange thing--
When I launch my server it actually says
Adding Filesystem Addon 'c:\gmod_server\garrysmod\addons\metamod

But plugin_print returns
Loaded plugins:
------------------
------------------

I tried plugin_load in a variety of ways, with the arugments "metamod" and "/addons/metamod/bin/server" etc...

My garrysmod is up to date, I just validated it.

I even tried turning off User Account Control, just in case.
I even tried using 1.10.4, but that didn't change anything.

I've searched the internet far and wide for an answer, and this is my last resort.
