If someone has the admin flag that is in the cvar, they are allowed to call that vote and everyone else is blocked.

So if you set vb_changealltalk to "z" then only admins with the z (root) flag will be able to call that vote. If you set vb_changealltalk to "0" then anyone can call the vote.
