r214 - Changelog:

• Admins are now always notified when action is taken by SMAC.
• Message chat tag is now isolated from the phrases, making it easier to customize the tag for all phrases at once.
• Added cvar to control auto-ban duration.
• Added Spanish translation (thanks jack_wade).
• Players with '%' in their name are now kicked.
• Removed version cvar hacks on ep2v now that Valve has fixed their issue. (this also fixes a possible map change crash if also running SteamTools).
• Moved CS:S specific code into its own module.
• Switched from RegConsoleCmd to AddCommandListener for more hooks on existing commands.
• Added FCVAR_PLUGIN flag to all cvars created by SMAC.
