is there a way to make this work for spawn campers? (TF2)

E.g. Player A on Team A stands outside Team B's respawn
Player B on Team B spawns and walks outside, gets killed by Player A
as it was within x seconds of Player B spawning player A gets slayed



maybe with a x second immune option for Player B etc as well as the slay for Player A etc
