is the information about shells is sent to clients ? i could make a plugin that will block all shells to make server less laggy on heavy firefight

You can create a brass shell, but I don't know if you could stop people from ejecting brass. The only thing I could think of would be a cvar somewhere already in the half-life coding like "sv_ejectbrass" or something, but I think that's only hl2.

Voi: Most of the brass shells that you see are processed client-side. When I was testing the Brass message, to write about it on that same page that you linked, I only ever noticed it getting called by the AWP, and maybe the Scout? Since the client's brass shells fade away quickly, the message is sent to tell them to create a brass shell in that place that lasts longer (which is apparently only used on high-powered rifles).

Would reducing the amount of brass lower the amount of lag anyway avalanche?

It'll probably reduce the same amount of lag as global warming will increase the temperature of the earth. Give it 20 years and you might have saved a few milliseconds. ;)
