Is there a way to force a round to end in a draw?

I only know of a way that involves hacks, unfortunately.

I know of one way which would however use quite alot of CPU...

save ALL THE STATUS of a player, ie if the player is still alive you must save all the player's guns, and no matter if the player is alive you must also save money, frags, deaths, location, etc.

then transfer all players to spectator team and spawn a fake player onto EITHER of the teams (lets just use CT)... Then this player is killed and the round is drawn, players are revived and teleported, and equipped with their previous guns (and holding the one they were previously holding), facing the same direction. Then the fake CT is removed and team scores are placed in order; (ie if the score was 3-2 and there's a draw it stays 3-2, and if the round is actually drawn, the scores will often revert back to 0, so you must save these scores)

I am however unsure if some of these things are possible, an extra module would probably be needed.

Yes for CS.

You can't just kill the remaining players because depending on which team is fully killed first, the other team would win.

I'm trying to make it so that if the last two players are in a knife duel and neither of them kills the other by the time the round time runs out, I don't want either player to win. I want them both to lose. Ideally I'd end the game on a draw and then smite those two players from upon high, after the draw is registered, for their insolence.

Oh I get what you're saying.
Yeah, CS decides the winner based on who did their task right. I'm not sure if you can itnerfere with that with AMXX.

If there is an event that is triggered to check to see who completed their task, may be you can hook it and end it before it decides.

As far as I know, I don't believe you can do this though.

i'm not sure if this is on topic, but i was playin in a server where they got item mod from CSDM, people are respawning but u know how in CSDM the round ends but in this server when it does it teleport every client back to the place that they were too and save their guns(does this come with item mod and dm?)

Have anyone made any script that will draw the game if round time left is 0:00 and none dies and the guns remain?
