If you are going to use the server as your main public server and are not prepared for bugs and don't know how to debug things, DO NOT use 1.8.3.

You can find the changes in the dev builds on GitHub and on the Waterfall page.

If you want to switch from one dev build to a newer one, just overwrite the data from the new package.
And as fysiks already said, only use a dev build if neccessary.

To people that are still interested about new functionnalities, amxmodx 1.8.3 is not a bunch of bugs.
Even if it may have bugs, it's still very stable for a public environnement.

If it is still creating nightly builds and is still being developed, it cannot be considered stable for a public environment. So, if you start a server and are expecting it to be a long term solution, you should not use a constantly changing dev version (because you never know if you will download one that happens to have a bug in it that prevents it from working correctly).

It's easy to say that it is safe to use for someone that can react quickly to problems and is able to figure out those issues or work around them in a timely manner. So, for the general user who knows nothing about the internal workings of the program, they should not be using any dev versions.

Analogy: You don't recommend a beta version of Apache if they want to "just run a website".
