Not directly.

However, in the event of a DoS attack (very unlikely to be a DDoS against a game server, but by no means is it impossible that someone would organize such an attack against one), some ISPs will assign a new IP Address if the service is set to have a Dynamic IP Address.

That's one reason why I personally like the use of Dynamic IP Addresses for game servers. If you have a static IP Address that's getting constantly attacked, you can change to a different IP Address very easily, and "defeat" the attack.

If he's not using DDoS with a wide variety of IPs, then just use IPTables and blacklist him.
