There are:
set_user_maxspeed
set_user_gravity

But is there anyway for changing the airaccelerate for specific players?

I mean when someone say /aa10 he must have sv_airaccelerate 10
When someone say /aa100 he must have sv_airacelerate 100

I know that sv_airacelerate it's a server command not a cl_(client)

I guess hook PM_AirAccelerate and change accel to other depending on user

It would be more : Hooking PM_Move -> Retrieving player's id -> Hooking movevars_s struct -> and modifying 'airaccelerate' variable depending the player's id.

For sure it would be called often but that's not like you will do heavy operations. Also, you don't have any other solution than Orpheu. It's up to you.
