Man it is only a problem with CS Files are corrupted.
an way to fix is too defragment disk and check for errors (chkdsk)

CHKDSK will fix nothing, it's a check.

There is a another way (i think)

Go to cs > then options > mutiplayer tab > then advanced > then BUY MENU TYPE : VGUI menus

I think yours are old style menus. But try maybe that will help.
