Hi, i'm a co-founder at battlepro.com an automated competitive gaming platform and we're looking to solve a couple of problematics with our cs:go implementation by using a server side plugin.
This are some of the things that we'd like the plugin to do: (It doesn't have to do everything, we could work together to see what can be solved like this and what not)

*When a match is over, kick every user in the server, leave a back up of console.log and generate a new log
*If a team left the tournament, everyone leaves or something like this happens that end the match prematurely, it has to create a match log with the winner or at least create a file in the server so that we can know that the match has ended.

There are two atm.

eBot which does need a dedicated server for itself but can run up to 64 servers at once and also produces stats. Great for competitions but for just scrims it can become a hassle.

GameTech Warmod is great for scrims and good for matches. Sourcemod plugin that has a readyup system and autorecords matches and logs for that match alone. Does need some updating and is currently on the bad plugin list due to no up to date source code release.

If you want to create your own maybe look at the old CS:S code for warmod and update that.
