If I'm right then In order to increase you fps:

If running Linux:

Simply put fps_max 1001 and sys_ticrate 1000 in your server.cfg

If running Windows:

Use the Simple metamod Plugin attached herewith.
Put sys_ticrate 1000 in your server.cfg
