I already know there is a way to change the speed of the common infected on L4D2 but from what i can see that applies to all of them and mostly in a constant, my suggestion would be a plugin that can create instances which can change their speed more often.
An example being that common infected walk faster when they are far away from survivors but slower as they get closer (maybe like RE4?)
or maybe just a way to set different speeds for common infected individually
I think that could bring more life and variety to the common infected.
