No.

What it does is the following:

You write a command into the ini file, lets say amx_noclip

You go into game, and you open the extra menu, and it displays the command amx_noclip.

Under that command, it will display users currently in the server, in which you enable the noclip on the user or not.

Its similar to the kick menu, but made for any command that is founded in the server.

amx_clcmdmenu does something similar... you have clcmds.ini where you list commands (with more options, labeling, access, etc) and when you open the menu, you have the list of players and you can pick a player and a command to execute on either player, admin or server (depends on command usage).

So basically this is already made.

Too be honest, I think mine much simpler than that. Regardless, we've already found the clcmds.ini which is about as simple, but has a few more features.
