[cs1.6]Allowing admin rights only with matching ip and name

Hello, i wonder if it's possible to allow admin modmenu use only if user has two or all three parameters matching?
In users.ini file if you set up name/pw, steam id and ip on differnt lines, user can use modmenu whether one of the parameters match(either steam id, ip,or nick/pw).
I mean something like && where the name has to match the ip provided.

I apologise if this is posted in the wrong section or if this has already been asked,but I just can't seem to find answer anywhere.

SteamID is the only reliable authentication method. Use SteamID. That is the only answer.

That is a fucking stupid idea.

What if an admin changes his/her name and/or is connecting to the server from not their normal place? (e.g. friend's house, hotel, public wi-fi) SteamID is static, is assigned uniquely to one player, and is checked by Valve's system. That's the whole point of using steam IDs to authenticate.
