Add the welcome sound smx to your source mod plugins folder.
add this line or your line with your custom opening song to your server.cfg
sm_join_sound "joinsong/yoursongchoicehere.mp3"

make a folder called joinsong and put {yoursongchoicehere.mp3} inside,
add that folder to your server sounds folder.

If you have a high speed downloadlink you must also add that folder and song to it.
