I am convinced there already is a plugin that does what I want but I can't find it. I tried searching for keywords like "chat" or "commands" but nothing seems to appear similar to what I am looking for.

Basically what I am looking for is customizable commands for players in chat to trigger the server to send a message like those in twitch chats.For examle:

Player1: !command
server: <text>

There would also be nice if you could add flags so only admins could trigger some of the commands.
