Because, SRCDS and Sourcemod section are already off-topic.
People post help about client-side-skins, AMX plugins, HL1 servers & CSGO in there.
And mostly not mention in they own topic, which game they want help.

one RIGTH off-topic section is enough, in one big forum.

That Off-Topic section is for the entire site, not just AMXX. I believe it was discussed at one point in the past and they couldn't find a better location for it (before the sites were merged into one, only AMXX and SuperHero had Off-Topic sections and SourceMod never had one)
