I can not find a plugin that does this
Type, prevents the ADM to change the map before a preset time

Ex.: sv_blocks 15, can't change the map before 15 min

Is there any plugin like this?

These are set to 5 minutes. You can change it by finding the 300.0 and change it to 900.0

You have to change it in the code. Search for 300.0 and change it to 900.0 for each of the plugins. Then you can compile them here.
