Guys when I am installing 1 plugin to my server whole server is going to lag that mens plugin in not optimized right... But I dont know how to optimize a plugin can you help me please..

Optimizing is creating efficient code. Nobody can tell you how to write better code, it's a matter of practice and knowledge, something you acquire over time (years).

Since you're saying that code is private it means that it's twelve thousand lines long. Well, rare people would do this for free, so you better hire someone to get dis job done.

Since Pawn it's similar typed as C, looking on C forums about optimizing can help a bit.
The guy(random) must complete the optimize depending on how much hours/mins he spent, then he puts down an amount, you accept, job done, otherwise it all goes down where it came from.

Without the code, the best advice is: If the plugin works, don't do anything to it.
