I need a script that mutes people who are dead or in spectate BUT still allows people to type in chat if muted. As well, I need it to allow commands like rank, top, motd, @typecommands, @ admintalk, !typecommands when a person is muted.

When it mutes you I would like a message sent to the player that he has been muted and can only use chat to talk. Also, they are given a message telling them they are unmuted when they spawn.

Maybe money involved if it can be done quickly.

so it just mutes (not gags) people who are dead or in spec? you don't have to gag somebody when you mute them, and you can change the settings for deadtalk with sourcemod, you shouldn't need a plugin for this if I am understanding what you want.
