It's included with the installation if you select it... maby not with all cards... otherwise... http://www.omegadrivers.net/

Ok I have these settings I can adjust:

Anti-Aliasing
Anisotropic Filtering
Catylist AI
MipMap detail level
Wait for vertical refresh
Adaptive Anti-Aliasing

Wait for vertical refresh = vsync ( vertical synchronization )
