But, if your server is setup to autorestart, then there is no way

If you are using amxmodx you can use this command:

Or amx_rcon meta force_unload amxmodx if the server is running AMX Mod X. This will crash the server definitely.

Do hl1 dedi server have command "disconnet" ?

sv_lan 1

Then it will only be seen on LAN, then to turn it on again use sv_lan 0.

That could be a way, unless you want to shut it down for LAN too.
