It is just sound name, so it is string, you can check it fully (via equal) or partially (via contain or check some cells from string).

Footsteps sound is client-side, you can't change it like that. Check this - https://forums.alliedmods.net/showthread.php?t=77181

Only first person steps are client-side, but you can block and then change them by disabling footsteps via svc_newmovevars.

There is a plugin/snippet by hornet or Arkshine that does that IIRC, search for it.
