You can set a client timeout in the web-service proxy class. You can try to call the web-service asynchronously and see what happens.

There was a Steam issue that was causing clients to timeout and disconnect last night. Not sure if it is still happening, but I know there was a long thread about it on the mailing lists.

Is/Was a Valve issue and a temp fix has been put in place:
