First of all, I don't know if this is right section to opet thread since I'm new here.

My problem is FPS.
I can't get my FPS higher then ~75.0, my specs:

- Win7 ultimate x86, dx11.
- RAM 2 GB
- NVIDIA GeForce 7600 GS 1015 MB (256mb) Integrated.
- Intel Pentium D ~2.7GHz Dual Core

Is it caused by GPU, or ?

75 FPS seems reasonable on that system. Why would you want higher anyway? Use vsync then it won't go over 60 anyway and you are (almost) completely in sync with your monitor.

Make sure you run game on not Integrated GPU. Run game on your NVIDIA GPU, it can give you 100 FPS in CS.
Also, 75 FPS = like VSYNC frequency. Turn it off (better to set "Perfomance" 3D settings in NVIDIA Control panel).

He does not say that he has an integrated graphics processor. And judging from his specs it seems like it is very old, and back in those days we did not have switchable graphics like today, so he is either using the the integrated or the discrete graphics processor, he cannot use both.
He also writes that the GeForce 7600GS is integrated, so it doesn't seem like he has any discrete graphics processor at all. Your post simply doesn't make any sense.

75 FPS is only the same frequency as the monitor if the monitor is set to 75Hz, which I bet it isn't judging from his system his monitor is probably not new enough to support a higher update time of 60Hz, which is why his FPS would fall to 60 if he enables vsync.

100 FPS might be doable but that would mean installing a windows which has no drivers or any extra stuff. I know that some people make such windows versions themselves, where only the necessary software is included with Windows, but I hardly think that is the case here. He would also need to make performance tweaks which in the end could break a lot of stuff in Windows (we use those when we break world records in overclocking) and is definitely not recommended for an everyday system.

It doesn't seem like you have any idea of what you are writing about.

Guys I know I can gain 250 fps on CS 1.6 (dev) cuz I did it 2 days ago. Problem is that I don't know what I did..

And now again I'm on 60-75 FPS depends on refresh rate (freq.)

Why would you need 100 FPS anyways?
Everything above 35 is enough.

Turning vsync off can push your frames past what your card can handle. You may get a couple crashes here and there if you intend on doing this.

If you play in a PC that only supports 35/50 fps, they will fell down to 5-15 if a hegrenade explodes, for example.
